The article "The Policy of Systems" discusses the importance of structuring auxiliary activities within the Ministry of Aeronautics. The central proposal is that agencies must first execute their main activities before becoming responsible for auxiliary activities. The text emphasizes the need for a clear hierarchy and the identification of agencies as executors of their primary functions. Additionally, it addresses the ambivalence of certain agencies, such as the DAC, which play roles in both main and auxiliary activities. The policy aims to revive the connection between the present and the past of the Brazilian Air Force, highlighting the importance of historical knowledge for new generations. The article concludes that the correct interpretation and implementation of the Policy of Systems are essential for organizational effectiveness.
