Abstract

This article investigates the emerging Brazilian Aerospace Diplomacy, employing a comparative methodology with Naval Diplomacy. The study seeks to analyze the potential of Aerospace Diplomacy for Brazil's power projection in the 21st century, particularly in the context of the growing relevance of Electric Vertical Take-Off and Landing Vehicles (eVTOLs). The research is based on a bibliographical review of classic and contemporary authors in International Relations, such as Alfred Mahan, Herbert Richmond, Giulio Douhet and Joseph Nye, and a case study of the Brazilian Aerospace Technical Mission (MTAB) in Asunción, Paraguay. From the comparative analysis, the article argues that Brazilian dominance in eVTOL air traffic control, coupled with a Soft Power strategy, can consolidate the country's regional leadership, boost its aerospace industry, and contribute to a cooperative security environment in South America.

  • Danilo Guimarães Lima, Terceira Subchefia do Estado-Maior da Aeronáutica, EMAER, Brasília, DF, Brasil

    Lt. Col. Av. Danilo Guimarães Lima holds a degree in Aeronautical Sciences from the Air Force Academy (AFA, 2004). He is currently a Lieutenant Colonel Aviator of the Brazilian Air Force (FAB), serving in the Third Deputy Chief of Staff of the Air Force (3SC/EMAER). He has experience in the area of Administration and Project Management, with an emphasis on Public Administration. Complementary academic background: MBA in Public Management and Employment of the Air Force University of the Air Force (UNIFA); MBA in Project and Process Management Estácio de Sá University; Specialization in Strategic Public Management Fundação Getúlio Vargas (FGV); Officer Improvement Course (EAOAR) Brazilian Air Force; Air Force Command and General Staff Course (ECEMAR) Brazilian Air Force. He is currently a student of the Master's Degree in Aerospace Sciences in the Program
    of Graduate Studies in Aerospace Sciences (PPGCA/UNIFA), developing research
    on Aerospace Diplomacy, Urban Air Mobility (UAM) and Air Traffic Management
    (ATM). He has academic publications in the area of Geopolitics, Aerospace Power and Soft Power,
    including articles on the integration of emerging technologies such as eVTOLs, 4D-TBO, FF
    ICE and SWIM, in the context of the Brazilian Airspace Control System (SISCEAB).

    He holds a degree in Economic Sciences from the Federal University of Santa Catarina (1983), a master's degree (2006) and a PhD (2010) in Aerospace Sciences from the University of the Air Force. Undergraduate Monograph with the title "MOD Allocation in Aircraft Maintenance" through the application of the Queuing Theory. Dissertation dealing with Public Budget and Thesis dealing with Airspace Control. Financial Management Officer course held at USAF (United States Air Force) (1993-1994). Lato Sensu Postgraduate Course in the area of Budgeting, held at FGV (1994). Lato Sensu postgraduate course in the area of energy, held by COPPE-RJ (2003).
