Abstract

The article discusses the importance of the Permanent Commission for Qualification and Bidding within the Aeronautics Command, emphasizing the need for optimization of bidding processes. Through Law No. 8,666, which regulates bidding and contracts in Public Administration, the text proposes decentralizing the actions of bidding sections while maintaining the role of the Bidding Manager. The proposal aims to relieve the Manager's workload, allowing them to focus on their various responsibilities while the Commission takes over the bidding processes after the announcement of the public notice. The article also highlights the importance of meetings between the Manager and Commission members to discuss potential issues during the qualification and proposal evaluation phases, ensuring that the Manager does not influence decisions.
