Science and Technology within the Ministry of Defense (MD) - A New Model

The article discusses the evolution of Science and Technology (S&T) within the Ministry of Defense of Brazil, emphasizing the need for restructuring research and development (R&D) programs to meet new technological demands. Following the establishment of the Science and Technology Secretariat (SECT), R&D schedules will be revised to align with national defense priorities. The text highlights the importance of reengineering the functional structures of R&D executing bodies, predicting practical results in the medium and long term, such as the modernization of the defense industrial complex and the integration of dual-use technologies. The author argues that over time, Brazil could develop an effective defense industrial, scientific, and technological complex capable of quickly meeting operational needs.
