The article discusses the structure and importance of Civil Aviation in Brazil, managed by the Ministry of Aeronautics. It highlights that aviation is not limited to air transport but encompasses a range of specialized services and research and development activities. The integration of civil and military activities is presented as an effective model that avoids duplication of efforts and expenses. The Brazilian Aerospace Doctrine, consolidated over 46 years, is praised for its efficiency and ability to meet the country's needs. The text argues against the separation of civil aviation from military aviation, emphasizing that the current structure is safe and efficient, and that premature changes could have negative consequences.
