Pensamento multidomínio e os impactos no Poder Aeroespacial.

Resumo

O objetivo deste artigo foi analisar como o pensamento multidomínio impacta o Poder Aeroespacial. Para tanto, utilizou-se como metodologia a revisão da literatura com ênfase nos documentos doutrinários. Com isso, caracterizou-se que o pensamento multidomínio se traduz na forma ampla de pensar o emprego de meios militares e não militares, tendo em conta os domínios clássicos acrescidos do espaço, ciberespaço, eletromagnético e cognitivo (humano). Ainda, considera as capacidades existentes e os domínios onde podem ser empregadas, essencialmente de maneira convergente no tempo e no espaço, superando eventuais vulnerabilidades, caso aplicadas separadamente, para alcançar resultados sinérgicos e contundentes que causem dúvidas e dilemas no oponente, degradando sua vontade de reagir. Ele evoluiu conceitualmente a partir de iniciativas doutrinárias nas Forças Armadas dos EUA, refletidas na OTAN e presentes na guerra entre Rússia e Ucrânia, à medida que novos recursos tecnológicos foram incorporados. Foi utilizado como método de análise dos impactos os elementos constituintes da equação adaptada do Poder Aeroespacial Integral. Foi demonstrado que há uma tendência de que os conflitos atuais e futuros ocorram em ambientes multidomínios, resultando em fomento de políticas para desenvolver o setor aeroespacial, alianças a países que possuem mais recursos econômicos e capacidades militares, mudanças nas estruturas de comando e controle, revisão de doutrinas de emprego conjunto, adaptações no ciclo de tomada de decisão, adequação dos treinamentos para inserir a maneira de pensar multidomínio e nova abordagem para se obter e manter a superioridade aeroespacial.

    Oficial da Força Aérea Brasileira, desde 1998, atualmente no posto de Coronel exercendo a função de Instrutor da Escola de Comando e Estado-Maior da Aeronáutica (ECEMAR). É Mestre em Engenharia Eletrônica e Computação, na área de Micro-ondas e Optoeletrônica, pelo Instituto Tecnológico de Aeronáutica - ITA (2018), e Mestre em Estratégia e Geopolítica pela Escola Superior de Guerra da Colômbia (2022). Possui Especialização em Análise de Ambiente Eletromagnético pelo Instituto Tecnológico de Aeronáutica - ITA (2008), Especialização em Gestão Pública e Emprego da Força Aérea pela UFF/EAOAR (2013) e Especialização em Planejamento e Gestão Estratégicos pela Fundação Getúlio Vargas (2019). Bacharel em Ciências Militares com habilitação em Infantaria da Aeronáutica (2001) pela Academia da Força Aérea (AFA).
